The thing about duty is that it is not simply a noble cause to be pursued at any cost. If a leader fails to adapt, then they are failing in their duty.
Phrased the way you have it the problem seems to be with poorer performing workers alone. IN fact managers need to have lots of routine supervisory conversations with everyone who works for them, using every opportunity to coach, counsel, encourage and correct.
